THE requirements imposed by CNMI labor law are complicating the implementation of the federalization law, according to law professor Rose C. Villazor of Hofstra University School of Law in New York.
“It’s not labor law but it’s really an immigration regulation,” she said, referring to the local statute.
Speaking before 50 guest workers, businessmen and advocates outside the multi-purpose center on Wednesday night, Villazor mentioned the preemption doctrine that applies to state or local laws regarding noncitizen workers.

Hofstra Law Announces Three New Faculty Appointments
July 22nd, 2010Yishai Boyarin, Juli Campagna and Mark Padin will join Hofstra Law’s full-time faculty, effective in the fall 2010 semester.
Yishai Boyarin, who was formerly a visiting assistant professor at Hofstra Law, will assume the role of assistant clinical professor of law. He also will continue to direct the school’s Mediation Clinic. In these roles, Professor Boyarin hopes to continue to enlighten students about the importance of negotiation and mediation in legal practice, especially in the context of family law and justice.
Juli Campagna will join Hofstra Law as an assistant professor of legal writing. Before completing law school, Professor Campagna had experience working as an international translator, language teacher and instructional designer. She also worked for the former international audit and tax firm Arthur Andersen for seven years. Professor Campagna was one of the founding designers and developers of Andersen’s in-house Business English Immersion Training Program, which was offered to firm managers, partners and clients throughout the world.
Mark Padin will join Hofstra Law as associate professor of academic support. In this role, he will be charged with helping law students meet the scholastic demands of law school and develop the skills to realize their full academic potential through workshops, seminars and individual counseling. Professor Padin also will organize events that focus on the analytical and organizational skills specific to preparation for the New York state bar examination.
Rising 3L Selected for the Kenneth G. Standard Diversity Internship Program
July 20th, 2010Phil Hardy, a third year student at Hofstra Law, has been chosen to participate in the prestigious Kenneth G. Standard Diversity Internship Program sponsored by the New York State Bar Association (NYSBA). For his internship, Phil will work as a summer associate in the corporate legal department at PepsiCo. Only 9 students were selected for the internship this year.
Now in its fifth year, the program’s goal is to increase the representation of lawyers and students from a diverse range of backgrounds in corporate legal departments, and to provide the students with an opportunity to experience in-house legal practice.
