Daniel Greenwood, a corporate law professor at Hofstra Law School, said Wal-Mart did indeed get a good deal here. But, he said, so did Rice on behalf of her constituents.

"The district attorney has set up a standard of what a company is supposed to do to keep customers safe," he said. "For her, that's the most important thing."
