In the Law360 article, “Wall Street Probes Will Need Smoking Gun,” (May 13, 2010), Prof. Ron Colombo was quoted with regard to his theory of what’s driving the SEC’s probes into the major investment banking firms: “If you have each and every one of the major banks sign onto a settlement agreement, you've now effectively passed new banking [and] securities regulation, bypassing Congress and bypassing the White House.”
